The whine happens even when the car isn't running. And the actual sound of it is more similar to that of the seat adjuster in this video (first 10 seconds). As for this resistor... I am under the impression that a harder shift is safer on a transmission, but as I mentioned before, I installed everything into the van. In your opinion, is this resistor a crucial component? From what I understand, you think its likely to be causing my mysterious downshift/non-lockup?
